INTERVIEW

1. How did you form the team for the competition?

We (Joan Gener González, Adrià Orriols Camps and Miquel Ruiz Planella) formed H3O in 2016, a studio based in Barcelona with the aim of working together on architecture through spatial research on art, technology, design and history. We focus our practice on competitions developing designs that refer to the need for change in the Anthropocene era. We also combine our activity with academia, having taught in the University of Alicante, POLIMI and ETSAB.
For this competition we welcomed two collaborators to the team: Ariana Ribas and Daniel Gómez, architecture students at ETSAV.

2. How do you define the main issue of your project, and how did you answer on this session main topic: the place of productive activities within the city?

The main theme of our project is conceiving a sustainable and durable social and ecological structure for all possible future human and non-human realities and sensibilities. Hybrid Parliament acts as a manifesto of the Omgevingsvisie (productive, inclusive, circular, healthy and compact city).
Our answer to the session’s main topic “the place of productive activities within the city” understood that productivity emerges from the network of complexities derived from new ways of inhabiting, working and leisure. Thus, the issue should not only be regarded from a functional point of view but from a social, cultural and ecological perspective. Hybrid Parliament acts as a multifunctional inter-scalar structure that holds all range of activities, from farming in the productive façade to artistic scholarships and social cures in the technologically equipped platforms, and to stimulate humans to a myriad of actions that will lead to innovation in an environment of comfortable, relaxing and spontaneous meeting.

 

3. How did this issue and the questions raised by the site mutation meet?

Rotterdam is a city that lies on large infrastructures designed to communicate that paradoxically become great barriers and often leave neighbourhoods isolated from one another, as is the case of Kop DakPark and Marconiplein: a large, formless, empty void with no sense of urbanity. Our intervention operates in multiple scales to increase ecological, urban and cultural diversity within this area of the city. On an urban scale, it converts the great urban void of Kop DakPark – Marconiplein into a space of centrality, connecting the neighbourhoods and transforming what currently is a no-place into a new meeting and activity reference. This offers the means for new dynamics of social strengthening and exchange between neighbourhoods and metropolitan dynamics through the enhancement of the Parklane green continuum. On a close-up scale, the proposal works as a great habitat for a large family-community where all species are welcomed in co-residence and co-working. Wood structures can be adapted to create intimacy rooms and, at the same time, large productive-leisure-community space is handled by mutual respect and the balance of a democratic system allows transgenerational cures.

 

4. Have you treated this issue previously? What were the reference projects that inspired yours?

Hybrid Parliament is the continuation of a critical design process that we started when conceiving our proposal for Europan 14 –in Alcoy (ES)– and that we have been developing since then, like in the competition for the new public library in Arenys de Mar that we recently won, close to Barcelona.
In most of our design processes we work with critical thinking discourses that nurture contemporary architecture. Reflections on multispecies and the Anthropocene era by Donna Haraway have had a great impact in new urbanisms and are crucial to foster spatial ecosystems where technology, nature and culture blend together. We believe that in the Anthropocene era architects must think for the whole range of living beings that constitute the biosphere. Gender issues also interest us in the way communities or individuals should not be simplified and differences should never be excluded as we all are components of complex lattices. Our architecture should be the shelter for these realities including all possibilities and vulnerabilities as the true potentials of the future society.
For our project we also got inspiration from different supports: Superstudio’s artificial meshes that allow a new full nomadic life on the surface; The garden of Earthly Delights by Hieronymus Bosch, where the celebration of unleashed lust on a green plane is interpreted in Hybrid Parliament as a structure where people, animals and nature are in total coexistence; Rotterdam harbour old architecture, as the structural spirit of the building refers to the past and the disappeared reality of cranes, structures and warehouses.

 

5. Urban-architectural projects like the ones in Europan can only be implemented together with the actors through a negotiated process and in time. How did you consider this issue in your project?

Hybrid Parliament can only be implemented through speech and agreements among the parts reproducing a parliamentary operation, in which the contemporary values that define new architectures and urbanisms within the frame of the Omgevingsvisie are fundamental. That is to say gender issues, humans and non-humans, transmaterial realities and new ecologies. Thus, the area of our intervention, Kop Dakpark - Marconiplein, should first become a common space between neighbourhoods, a platform of negotiation with citizens, municipality and other actors by creating a large “climate-controlled” public square. On the other hand, our proposal is not a final solution but a system that can be transformed, re-shaped and modified in time: the systemic building can grow in height and width adapting itself to the specificities of the site and program. Moreover, the whole myriad of possibilities for the new infrastructure depart from three parts that make it easy to construct:
the plane, ground floor public surface;
the platforms, understood as co-living and co-working spaces;
the thick membrane, space of coexistence for all species and extension of the park as a façade-garden of production and socialization.

6. Is it the first time you have been awarded a prize at Europan? How could this help you in your professional career?

We won a Special Mention at Europan 14 in Alcoy (ES) with our proposal “Heads in the Clouds”, together with Sara Vima Grau. It gave to us visibility and expanded our professional network. Now, with this First Prize, we hope to begin a collaboration with the municipality of Rotterdam to further elaborate our current proposal: Hybrid Parliament.
