The article, written by by Socrates Stratis (CY), PhD architect, urbanist; Professor, Dpt. Architecture, Univ. of Cyprus. Co-founder of AA&U and LUCY director, analyzes some Europan 18 projects where neighbourhoods can act as political-spatial agents of an “open city,” without defaulting to top down masterplans.
Three design strategies emerge:
1-Introducing Planet Earth at Your Doorstep: Projects link housing estates to soils, water, climate, and biodiversity, reworking ground floors and public land to turn residents into “planetary citizens.” 2-Supporting Negotiable Futures: projects replace fixed plans with tools, scenarios, and principles for piecemeal urbanism, embracing uncertainty, slowness, and collective governance; interstitial spaces become common ground.
3-Designing Incompleteness: reuse/add housing with porous ground floors, shared amenities, and forms left open so public space co authors outcomes, supporting sociability without displacement.
These projects provide concrete patterns of openness, ecological grounding, adaptable processes, and incomplete forms, offering roadmaps that invite wider urban actors to share responsibility against development pressure and segregation.
