"The main issue of our project is to develop a parametric tool that operates on critical situations understood as obstacles in the landscape, and generate multiple solutions. We answer to the adaptability and self-organization requirements with a method and common rules in which the administration have the role of manager and share responsibilities and investments with private stakeholders and other organizations; a Welfare State is ensured by a multilateral involvement."
