The 13 juries for the 12th session of EUROPAN have made their choice amongst the 1,762 projects submitted for the competition on 51 sites in 16 different European countries. The winning teams are officially announced on December 13th, 2013, and posted online on www.europan-europe.eu

The juries named 106 prize-winning teams, 43 winning teams, 63 runner-up teams and 64 special mentions. 
The 106 winning teams are based in 19 different countries – 50% of them won in their country of residence; half the teams hence won abroad, confirming the willingness of young professionals to tackle a context outside their experience. The teams that were most motivated to compete abroad come from Spain (15 teams out of the 21 winning teams based in Spain won a prize on a foreign site), France (12 teams out of 25), Italy (10 out of 14) and the Netherlands (5 out of 11).

The EUROPAN 12 competition –a European competition of urban and architectural projects leading to implementation, conducted in partnership with European municipalities, local authorities and clients– was organised as a joint initiative by 16 European structures. The theme of this session was: The Adaptable City – Inserting Urban Rhythms. European cities, engaged in a radical transformation, urgently need to reduce their ecological footprint to help resolve the energy crisis, combat the greenhouse effect and preserve non-renewable resources. This transformation is highly dependent on the accelerated ways of living, which is why Europan 12 proposed to explore the question of time with a view to making the city more adaptable. 

The national juries drew up a shortlist of proposals between July & November 2013. These jury sessions were followed by a European comparative analysis of the shortlisted ideas, which took place at the Forum of the Cities and the Juries held on Nov. 8th and 9th, 2013, in Paris, France (www.forumcitiesjuries12.eu) The final selection of the winning projects by the national juries took place in November.


The winning projects make proposals of urban/architectural spaces allowing new ways of sharing collective space and methods of governance requiring a chronotypical approach, blending the spatial and temporal dimensions and, for example, establishing temporary projects for spaces. They develop a sensitive form of urban planning, where different places can be used at different times, and rethink the quality of the spaces from that perspective. This raised the question of the “hospitality” of urban spaces and their appropriation by the users of the city. It was also important to think about intensive development projects, to connect them better with the realities of today’s city. 

The winning and runner-up teams will respectively receive a prize of €12,000 and €6,000. In addition to the competition of ideas, municipalities that have entered sites have undertaken to follow up with commissions for urban studies and/or implementations.


The listing of the winning teams is now online on the EUROPAN EUROPE website: www.europan-europe.eu. During 2014 teams’ portraits will also be published online. An exhibition of all the winning projects will be set up for the Inter-sessions Forum in September 2014 in Pavia (IT), which will give municipalities and young teams from different countries the opportunity to exchange at a European scale. 


The European Results Catalogue will present the winning projects (winners, runners-up, special mentions) classified by country and site, with the winning teams’ and juries’ points of view. The sites will be presented from the site representatives’ points of view. Experts will analyse the results from the angle of the innovating proposals on the session topic (The Adaptable City: chrono-urbanism, city/nature rhythms, implementation processes…) The catalogue will be available online from beginning April 2014. A copy will be sent to every winning team.
