Around 11,000 people will live this new district in about 4,900 residential units. The basic parameters: two stops of the underground line,a two-stop tramline, schools and kindergartens, affordable housing and workspace. The project aims to foster social inclusion, the presence of green space and an urban foundation for resilient development.

The Park That Reaches Every Home
The project starts with the identification of a structured and functional network of open spaces, the preservation of their values and the definition of a central park that completes the existing green corridors and stretches through different categories of elements: integrated green streets, gardens for biodiversity and inner patios between buildings. These connect the new quarter with the surrounding neighbourhoods and articulate the new urban tissue while nourishing it with excellent environmental qualities. The introduction of urban life has been thought considering 3 scales linked to 3 types of spaces necessary for everyday life: a 5min walk (Neighbourhood unit), a 10min walk (Superblock), a 15min walk (new Quarter), these provide essential services for social and community life.

A CENTRAL PARK AND A STRUCTURED NETWORK OF OPEN SPACES FORM THE BASIS OF A NEW NEIGHBOURHOOD
The E17 edition resulted in an ex-aequo recognition for two projects for the development of the Am Heidjöchl area. The City organized a selection process where both of the runner-up Europan proposals were presented to an evaluation committee, followed by a session of questions and answers to several doubts and challenges of each project. The evaluation was based on the feasibility to implement the project with regard to the topics of urban design, green areas, mobility/accessibility, with special focus on environmental aspects. The project “The Park That Reaches Every Home” got selected.
Then the City initiated a process for the selection of a Local Team responsible for the implementation of the project, taking into account all the technical and legal requirements that should be considered for the elaboration of the urban Masterplan (Leitbild) and a Quality Manual.
Subsequently, the winning team and the selected local team launched the operational phase of the project, incorporating the numerous contributions gathered throughout several collaborative meeting and participative events opened to future inhabitants and users, but building upon the winning project.
The results is an innovative urban district designed for approximately 11,000 residents, on a total area of around 39 hectares. This project focuses on climate protection, sustainable mobility, and affordable housing. The project includes approximately 10 hectares of public parks —including one large 5-hectare park and others that are interconnected— forming the heart of this new neighbourhood. A central park, tree-lined residential streets, sheltered courtyards, and biodiversity gardens create open spaces conducive to relaxation, play, and social interaction. The new neighbourhood prioritizes short distances, soft mobility, and a pleasant living environment for its residents. Public transport, bicycle lanes, pedestrian walkways, and shared mobility solutions are central to the mobility strategy.
The final master plan is to be presented and approved in early 2027.

Following the competition, the City of Wien and the site developer organised an internal jury to choose between the two Europan runner-up teams. The team ‘The park that reaches every home’ won the contract to develop the masterplan for the Europan site.

For this project, the team, in association with a local agency, is working closely with local partners. Public presentations are being organised to gather feedback from neighbours and future users/residents.
