Kop Dakpark sits at the crossroads of Rotterdam’s diverse BoTu neighborhood, a booming makers’ district, and big retail. The winning Hybrid Parliament project proposes a modular, green, multi-use building that connects people, nature, and economy.
- 154 Homes: 65 social, 89 mid-rent — designed for all ages, with 30 homes for seniors
- Living Facades: Organic “thickness” adds biodiversity + climate comfort
- Ground Floor Life: 1,000 m² of workspace + activated public realm
- Modular & Prefab: Efficient construction to balance affordability with space for nature

Built with the community, the project held fast to its Europan values: inclusivity, adaptability, and ecology. Five years after winning, construction began — bringing new life to Rotterdam's Delfshaven.
