The aim is to develop a new district around the station in a long-term strategy.
The development of a new town district should reinforce both the primary function of the station as an intermodal hub and, while giving it an urban environment, reinforce the centrality of Savenay by extending it to new areas near the current city centre.

Mesures ligériennes
RELIANCE TOOLS
The “Mesures ligériennes” are introduced as connection tools which are, mainly articulating the initial boundary with a territorial strategy. They are expressed as “physical links”, a pedestrian bridge operating “cultural connection” between the north and south bank of the railway: built form, architecture, uses and programs in progress are inspired from the context and interact to write a common story, the story of Savenay and the ecocity. They propose new alliances and cohabitations with the plain’s natural milieu, a hybrid landscape reinterpreting the hedge farmland’s grid and the estuary’s hydraulic system. They operate and link the economical procedures and the local constructive resources to create connections for a specific way of development, “ligérienne”.

To extend the method proposed in the Europan competition, the “mesures ligériennes” are associated around three themes of reflection which for the team, build the district. It is question of “alliances with the plain” or how to deal with the water; “links and affinities with the city” or how to cross and link; and finally, “the emergence and way of life of the future district or how to live and work here.
These themes are gradually developing into a co-production process with local stakeholders through various tools – from walking diagnosis to thematic workshops.
The team had a 6-year urban development contract with 5 stages: the urban development scheme; the operational development; architectural feasibility; public realm and an assistance on the process).
They worked on the governance strategy involving all the local dynamics from the territorial planning authorities to the inhabitants.
The design guidelines for the new neighbourhood has been delivered in 2015. The team then, got a little contract to develop a new station square and a parking lot as a multimodal interchange hub, south of the railway tracks.

Competitive processes
Following the competition, the Communauté de Communes issued a restricted call for tenders to the 3 Europan rewarded teams for a 6-year urban project management contract, involving the development of a masterplan, the feasibility of architectural programmes and the design of public spaces for the Loire et Sillon station district. The contract was awarded to the winning team.
Collaborative processes
For this mission, the team proposed a collaborative approach with local stakeholders using various tools ranging from assessments by foot to thematic workshops. All these exchanges and dialogues enable the team to develop their masterplan.
